Regional police have issued a public service alert to the public after the release of a “high-risk offender” into the community, said to have an “extensive history of violent offence convictions.”
62-year-old Kevin Koehler was released from police custody on Nov. 1. and is believed to have returned to Waterloo Region.
Police warn that Koehler’s convictions include manslaughter in 2013, criminal negligence causing death, assault with a weapon, assault and assault police.
Koehler had previously been released from federal custody in October of last year, only to once again be charged and convicted on two separate occasions for breaching the terms of his Recognizance, in October of 2025 and April 2026. Police note that Koehler received a custodial sentence and conditions upon release.
Mr. Koehler is said to be bound by two separate orders with terms including:
- Notify immediately of any changes in address
- Make no attempt to contact, directly or indirectly, any past victims or family members of victims or witnesses
- Abide by a curfew and remain in residence between hours of 11 p.m. and 5 a.m.
- Abstain from purchase and/or consumption of any alcoholic beverage or controlled substances unless prescribed by an Ontario Physician
- Attend alcohol abuse counselling or rehabilitative programs as directed by Probation Officer
In a release, the service’s Offender Management Unit is said to believe that Kevin Koehler “continues to pose a significant risk to public safety and a high risk to re-offending or breaching his terms.”
Police have asked for the public’s assistance to reduce risk: if anyone sees Koehler breaching any of the above terms, they’re asked to not approach him but to call 9-1-1 immediately.
